1, the cop had ac on, 2, most cop cars don't have rear passenger windows that can be rolled down, infact all of them have doors that can only be opened from outside but lockable from driver's area

and 3. if suspect is on drugs, the cops generally don't carry around detox stems to detox the suspects so they don't die from their own drug abuse

Any physical complaints of pain or injury should bring paramedics. It is not the job of the police to do so.
