I hate the dmv as much as the next guy but if u cannot afford a $15 id you have much bigger issues than not being able to vote
For instance, I think you're right, citizens who don't have ID's and thus are not allowed to vote is a problem, even if it's a small one, so the obvious solution is making ID cards universal. It also solves issues that we have in Social Security being used as a pseudo ID card
It's not about the price, it's also about the time spent doing that
