But paper ballots are not counted by hand, right? It’s by a machine. I don’t think it would have to be every precinct. Just in the areas that are large enough to make a difference. If a state is half and half split then it’s less that needs manipulation.

They are counted by hand in the risk limited audit. That is a random sampling of ballots that is counted by hand. GA decided to do a 100% hand recount because the margin of error and number of ballots cast meant they had to recount 1.5m random ballots. They decided to just do the whole 5m to make it easier.

He lied. He identified traffic by a Polling Pad using a packet sniffer. He thought they had a gotcha moment, because he thought they had claimed that no equipment was connected to the Internet. He clearly says polling pad in the testimony.... Except polling pads do connect to the Internet to update voting rolls every day before the polls open.
