Actually it was state secretary I think who tried to extend the mail-in ballot deadline,

but it got overturned by a court order because that decision only belongs to the state legislature
so it isn't even what rule they added or changed, it was who changed it.

The post office usually marks dates on envelopes
the language of the law is vague on the court order

The ballots boxes stop collecting ballots on close of election day

all in all, I think at this point, whoever wins, there will be major civil unrest,
