I think the whole premise is based on the false assumption that there is a programmatic interface between each state and the NYT. That just isn't true. The data is cobbled together by NEP and then periodically sent to NYT. The data includes manually entered values gotten by phone calls to election officials, screen grabs from state reporting sites, and a few direct feeds.

Again, that would HIDE this if it were true. Maybe it's not true of Philadelphia. The ratio transfer itself is suspicious. You still haven't proposed a plausible mechanism that would have ratios transfer between precincts.

@DrSammyD It just might be human error. When they manually enter values into the NEP system, they sometimes attribute them to the wrong precincts. In order to mask the errors, they use a debit/credit approach to move the values. Logically, you might think they would send a negative entry on one side and the positive on the other. In this case, they are doing a wholesale replacement of the values.
