There was No intent to "slow down" the post office for the election. The slow down was because the new director was attempting to get a handle on all the excessive overtime.

The number of over votes in Detroit alone is over 200k. The NV over vote would turn that state to trump. The over vote in Michigan would also give it to Trump.

Technically Nevada and other states have instances of Over Counting collected votes base upon registered voters being associated with precincts, where poll books don’t match with voters and their signatures, likewise with voters being allow to vote multiple times because of checks & balances not being in place. Purple ink on a digit would stop that issue.

It takes a week to get a registered certified letter across 2 counties under the best of conditions. Those that didn't get an absentee ballot and vote a month a head of time are too stupid for their vote to matter.
