The president does not have the authority to stay in power under ANY circumstances beyond 1/21/20 at 11:59:59 a.m Eastern Standard Time UNLESS we are at war, right?

The President MUST receive 270 votes from the Electoral College, as counted and certified by the House. If neither candidate receives 270 it gets kicked over to the house where each state will receive 1 vote?
