It's really not like that, though. Paxton was forced to file this suit. He didn't participate in its creation.
Corrupt systems typically corrupt all those who come in contact. this is why reforming systems from within, is very difficult.
The security fraud seems to be on top of bribery and abuse of office and other crimes.
