There are several stories that indicate that election officials planned to and believed that counting was continuing. It was a large operation and people were working all over. But the video and the circumstances are troubling if the assumption is malfeasance, which is the implication made by the Trump campaign. In the presentation last week, they showed the cases being pulled out after 10:30PM and they showed the table being set up in the morning around 8AM. They did not find or show when those cases were placed under the table in the intervening 14 hours.

It has been more than a week since the "bombshell" video was released, but there has been no follow-up regarding how the cases got there. I figured we'd see footage of someone yelling at everyone to look out the window while stealthy nefarious people quickly and silently brought these suitcases from the side door and put them under the table. The absence of such a video given that there has been plenty of time to review the footage tells me that it likely that those cases were filled with naked ballots during the day under the watchful eye of Republican observers. As the footage shows these election workers taking those ballots and scanning them (tabulation occurs elsewhere in the process at a different location), these are valid, legal votes that were scanned in full view of surveillance video and monitored as required by law.

The scanning must be in the presence of observers. There was at least an hour where they were not observed.

You keep saying that, but SCOTUS ruled in the South Carolina case that citizens who voted in good faith, even if it was not technical legal, should not be disenfranchised because of the inappropriate actions of election officials (I'm paraphrasing) by allowing mail-in votes that did not have witness signatures to be counted after it was found that South Carolina officials had inappropriately relaxed that requirement.

At that stage of the process, they are just there to witness the ballots being separated from envelopes and the scanned for eventual tabulation (which occurred at another location).

The scanning happened in the same room but the room was curved so that the observers could not really observe them. Plus I think the idea of an observer was to make sure that the law was being followed, i.e., signature matching. How can you see that from 20' away???
