Was there a manifesto? Or reason left by the person(s) either through recorded conversations or message intentionally left or broadcast.

Interesting that they trusted Andys timeline.
It seems like according to Newsweek they identified the guy but are testing to see if it was suicide. He had legal issues around drugs. The bombers father worked for AT&T until he died apparently where the bomb was set off. So they are looking into the employment history to see what beef there is there.

From what I could tell the blast occured on 2nd avenue, ATT is on 333 Comerce street.
There was one building blurred on google images which seemed to be the one that took the brunt of the damage.

A corporate office is office space. What appears to have been hit is a transmission building causing a widespread outage. It's a piece of their infrastructure actually providing the utility.

The explosion occurred along the 160 block of the historic Second Avenue North in Nashville's entertainment district, officials said, but the blast was felt from miles away.

Emotionally charged videos like these are part of the problem.
"I don't know how they went to arrest him" probably the events that had occured are relevant to the understanding in their use of force escalation.
"Didn't go over his criminal history"
Again probably relevant.
He's running. He turned his vehicle into a danger to the public to evade police, evade prison.
His argument would have sympathy (for me) if the guy was unjustly arrested while cooperating with police on the job site this guy commenting heavily invests his anger in.
The cop did place himself in danger which as he said was dumb. But all of the events prior to that moment play in to the use of force evaluation still.

Sure. But making an emotionally charged video without even knowing what had occured when they went to arrest him or any of the decisions which went into that are relevant and left completely out of addressing this situation.
If the guy's on probation or parole didn't know where he lives, why escalate?
If they saw him on a job site they know where he works
I'm not the decision maker on that. And I'm not claiming they made the right decision. Because its left out ...while he's going on his rant with public that might absorb it and have a massive anti-cop sentiment that could result in even further danger to the public by not covering it in full.
