Each state is different per constitution. But state legislature must change laws. No gov. No one else

Laches was used to dismiss the Kelly case that challenged the entirety of Act 77 - not the temporary changes made by Boockvar to ensure a safe election during the pandemic. That case was upheld by the PA SC before the election and the US SC chose not to intervene.

I don’t think scotus answered pa 77 they just denied. This is why. Pa 77 alone is not THE case Texas scotus is the only possible successful case if it gets heard

Probably that they were never connected to the internet and that Rudy's 'expert' only showed public domain data coming and going from obvious public networks, not air gapped election networks.
