This eo actually came about due to the claims involving 2016 election. The reason it is a eo versus a legislative amendment is because certain people wouldn't allow him to have a good win regarding our election process
As for Martial Law aspect that only comes into play to thwart the obivious acts we all saw from BLM/Antifa this past summer. The hope is that it won't be needed
Remember the concept of rebuilding our military, "Peace Through Strength" just because we have these capabilities, doesn't mean we want to use them. Though also means we will if needed, that is the difference.
