nvidia still has multiple GPUs that outperform it
tied that reference copy/press model and drivers can easily challenge nvidias same price range stuff and at times even beat them

the radeon vii and 2080 are not money:performance leaders
if you want money:performance you buy a 1050/1060 or an rx570 or something

But then again it would require competent developers to greatly optimize it, although some dude from id apparently did the Doom port to Vulkan on his own (iirc)
arma 3 is processor heavy as fuck in general
Wonder if it will be just like with Crysis 1 that no matter what hardware you will go for, even if it's overkill, it will still not be enough due to the engine/poor optimizations

ax860i is low end flextronics (high quality psu)
hx1000i is a Corsair custom design
hx seems more efficient according to tweaktown but worse ripple wise, but still plenty good
AXi is higher end than HXi
according to corsair themselves
