Does it affect usage? Does stuff end up being region locked, or does it just give you your countries Netflix or whatever?

It's just a set top box, it'll give you what you want, if apps are region locked for your region, you're gonna get the same region lock

It doesn't use any kind of proxy or VPN

What is roku actually? Similar to chromecast?

that thing can push 4k 60fps (barely but it can if the codec/file/input is perfectly done)

but yeah check what apps the "android TV" supports

it does not have 1:1 support to whole android universe apps

but only "android tv" apps

afaik
