There are 2 (two) factors which are highly important and make the experiment quite bizarrre:
Firstly, beam divergence.

An event that any sort of electromagnectic wave suffers from *every* distance, it basically increases the *beam diameter* or *radius.* It is an optical factor that MUST be taken into account in ANY measuring using lasers, radio waves, etc. The fellow in the video forgot to take that into account.
Secondly, and this probably won't be convincing to you, the 40.000 kilometers of circumference is an *average,* meaning that it may have in it irregularities in its terrain, which the fellow in the video *also* didn't take into account.
