A crime of slavery, yes.
Generally and a moral crime? Less likely.
What do I mean by a crime of slavery?
Well, fishing, driving, hunting, and collecting rain water, all without a state or government licenses are legal crimes in most countries.
People who are awake to the injustices of governments would, at least to my mind, be more likely to break free of their shackles and fight the system. While there are plenty of lesser known legislation that allows for people to do these things without licenses, the system will fight you and make you think otherwise so you stay in your little conformity box of shackles.
