Do you know what happens to a gaz form in a vacuum?
Also if it is liquid, the fuel is inside a tank and is not exposed to the vacuum until it becomes the the hot gas that causes thrust
The amount of fuel needed to even create the slightest movement would be ginormous...not to mention being able to steer.

It’s not negligible, it’s enough to propel it forward actually. Now imagine an engine over 1000 times larger with an incredible amount of fuel
