Firstly, no NASA, Space-X etc. does not build any rockets that are meant to go into space as none of them actually go into space. Secondly, yes they build rockets which they tell the public go into space, even though they actually don't.

Also if it is liquid, the fuel is inside a tank and is not exposed to the vacuum until it becomes the the hot gas that causes thrust
