The cloud is not only millions of pounds of water. It has a lot of air among it’s tiny little drops. These droplets are so small that in order to make a drop of 5mm diameter we need about 5 to 8 million of smaller droplets(Which are present in cloud).
And gravity isn’t just only force being applied on these tiny droplets. The air also pushes them upward. The net effect of forces determine the luck of those droplets.
