Politics in this country, among others, has become an "infinite game". That's one were any actions or statements are tools to advance power, profit, continuing to play, etc, and cannot be taken at face value as honest, rational, or factual.
Operating government that way in a system that requires open process and "sunshine" disclosures, plus has legal validity tests starting with rational basis and stricter, cannot be done in a manner that results in valid laws, policy, or actions.
Trump's an extreme example, just as some of Hillary's Federal crimes as Sec. of State were extremes, but of types members of both parties do so often, courts are reticent to enforce relevant law.
