A proper strategy to use imo would be to increase foreign aid in such countries as that of African ones and for European countries to pursue policies to bring back immigrants of their nationality i.e german americans moving back to Germany etc

It would also be useful to work with nations where the migrants flee from to help them pursue a comprehensive immigration policy
