Trying to record alcohol consumption per capita during a time when it was illegal is like trying to calculate how many firearms there is in the United States that are owned by civilians. It would take more than a simple, baseless statistic to prove it.

Another thing to note on the failure of the original prohibition was smuggling through the border, which we will have a strong check on.
