He's an ex-candidate and he's the next in the line of succession; in addition, he likely agreed to back out in 2015 to succeed Ryan in the first place.
But FLanon brought up that Scalise was the one that got shot, so he has a sympathy vote.
problem is that Scalise is saying openly he doesn't want the seat if McCarthy is running for it
