It did have an effect on approval, but I think Kanye would be best served as a tool to dissuade blacks from voting dem, not necessarily to vote R. Maybe drive a split to form a third party or something like that.

you're not supposed to try to win the MAJORITY of the minority vote (that would require severely compromising your platform to the point where your base doesn't turn up)
but you can win enough of it, and/or convince enough of them to stay home so that close races are won in your favor
