The reason this is such a bad idea for the left is that if a Democrat wins the popular vote, the states that pass the initiative would've already voted for them.
Most Blue States aren't NPVIC states btw.

But if a Republican does, then they get the electoral votes from Connecticut, Maryland, New Jersey, Illinois, Hawaii, Washington, Washington D.C, Massachusetts, Vermont, California, Rhode Island, and New York.
