He got the individual mandate repealed, and he can tell them to vote for the Rs to get the full thing repealed in the next Congress, this works particularly well in Minnesota since premiums have risen by over 59% since the ACA was implemented.

>Terrorism
ISIS has been eliminated, and we're securing the border from any possible terrorists, he can push that very hard.

>Energy
There's a lot of pipelines that have been approved and we're on track to being energy independent and net exporters, Trump can push that which is a good nationalistic appeal.

So Trump has a large field of issues to push for this rally in Minnesota, this is not even mentioning NK, which shouldn't be the main pillar of the speech, but can be mentioned in passing.
