the goal is to create as large of a wound cavity as possible to stop the target, but rip rounds fragment so much that they're incapable of, as cringe as it sounds, "stopping power"
something like federal HST or speer gold dot that expands dramatically without fragmenting too much is what you want, because handgun rounds don't travel fast enough to cavitate like rifle rounds

Depends on your budget/mission. If budget isn't an issue, well anything Crye or Spiritus systems. If you are on the budget side, some Condors are okay, just know that their stitching sometimes has fail points. But with a $5 sewing kit you can reinforce said areas.
Of course, you get what you pay for, but depending on what you need, there are happy mediums.
