a tribal council is not the normal state of organization of a tribe

or its highly unusual for this to be the case

if you scale down society to hunter gatherer level, then sure

so like kings can have ministers and councils

so can tribes have councils

yet, the chief/elder exists nevertheless as the head

and would tend to head any such council
