I mean in many ways a "state" or a "government" is an idea i.e. the people come and go but the existence of the trans-personal, non-material entity remains secure

these spies are the real government in that sense
in jurisprudential theory, a major quesiton is the nature of sovreignty - scholars used to argue about whether the sovreign can be conceptually bound by the laws he himself creates
it's kind of a neat paradox that modern intelligence agencies have basically sidestepped
because ultimately, the answer is that no law but natural law truly binds the sovereign
An intelligence agency would also hate real leaders and kings
they run things, but their power is fake ultimately
that's why they are afraid
by corollary, you might argue, if you are looking for the sovereign...
