satellites are engineered, designed and built, but they most likely aren't payload of rockets like most people think but rather are attached and launched on high altitude balloons

Towers/ground-based technology, (Tesla-based technologies) and geostationary balloons, have existed for over 70+ years .. and Are Still in-use

- LORAN system. *(The LORAN system may have been changed/ADJUSTED ). . to eLoran, for example)...for modern radio waves and frequencies, etc, but it's still basically the same,) And ...
- cell towers (and they're mostly ALL equipped to handle "GPS" processing, etc)
- radar & etc.
- troposcatter technology (tropospheric scattering) / triangulation - etc
- super sensitive receivers
and ..
- fiber optic underwater sea-cables

..(AND THE "INTERNET" IS LANDLINES and FIBER OPTIC SEA CABLES AROUND THE WORLD ...I REPEAT ..THE "INTERNET" IS LANDLINES and FIBER OPTIC SEA-CABLES AROUND THE WORLD)

- WAAS option. "WAAS" uses a network of ground-based reference stations. So does "DGPS" AND "AGPS" !! *Probably some others TOO! pfft.
*EDIT: "WAAS" - The WAAS, or wide area augmentation system, is a network of ground based stations (in North America) that transmit correction data back to the "SATELLITES"..("coughs",.um BULLSHIT, lol). The WAAS gives close to 5 meter accuracy on position. Other countries have similar systems, for example the European system is called EGNOS, the Japanese system is MSAS, and India has GAGAN. Most GPS receivers have WAAS enabled by default and support EGNOS, MSAS, and GAGAN.
- AND.. (as also mentioned) Probably some geostationary-balloons up there too, like I said.
*NOTE: And, If there ARE 'any' (so-called) SATELLITES? .. then ... They'd be RIGHT IN HERE WITH US then!..(under the dome so-to-speak) , ..and NOT .. i repeat NOT in "outer space" \.

"most GPS adhere to the COCOM limits which means they shut down if they exceed 1000 knots OR 18km altitude. However some GPS modules stop returning position information if they exceed 1000 knots AND 18km altitude.

I only know of two GPS modules that reliably work for high altitude the Venus and the Ublox. The Ublox needs to be in dynamic model 6 or it will stop working at 12km. However once its in this mode its good to 50km (and possibly beyond).
