Thhe Earth certainly can be apparently mostly locally flat and hollow under certain weather conditions even on a globe Earth model.
because earthquakes work by moving tectonic plates, which wouldn't exist in a real hollow earth

How could you assume to know if tectonic plates would or would not exist on a model you deny, to begin with? Where is the logic in that? The crust is known to be porous.
