i have seen a de-orbit myself, its quite spectacualr, you can hear it slightly as it comes lower

they cant land it because of fuel issues, they need to expend a lot of energy to slow down
they dont have the budget for self landing sats
plus it costs a lot of money to re-purpose sats
its cheaper to build new ones
