I mean the government hasn't been able to get a deal with the EU in relation to trade, EU funded projects etc. and it's generally the position of the government that they want to keep a close relationship with Europe, the best way to do which is a deal. Because of this they've been delaying on actually leaving in the hopes that they can get a deal which will please both the EU and the UK parliament
