The ONLY "Russia" connection was Papadopoulos who tried and Trump declined meetings with Russia. Soo lets go to who paid money and colluded with foreign countries ... the Steele dossier created by a former British agent paid by Fusion GPS who was funded by the DNC / Hillary.

The fact that FISA warrant was used in the 1st place was to investigate foreign "spies" in the Trump campaign (Carter Page). They did find a few bad apples, and it was renewed 3 times ... without disclosing exculpatory evidence (on Carter Page) in an investigation is just as bad a covering up a crime as an FBI agent. There will be consequences for this ... time will tell. As IG Horowitz hands were tied because he could not bring criminal charges or issue subpoenas to dive into other details of his investigation.
