In early years, your IQ is more dependent on environmental factors than genetic factors.
So if black people are more often born in poorer areas with lower access to good education, then they are developing in low IQ areas.
But if white people are more commonly born in wealthier areas, with great access to education, public or private, then their IQs are inherently going to be higher.

But post brain development, past 27 years old, then the genetics of your brain makeup take the driver seat in your IQ.
