Africa is a great example as the average IQ for blacks is around 70. Hmmmm i wonder why. Its because genetics matter. If we look at any other country you will se that blacks will mostly hold the trophy for lowest IQ. Any mdeical physician would deem anybody with an IQ less than 70 to be "Mentally-Retarded".
