Lots of different programs to help the homeless, not an expert so I don't know which ones are working well and which aren't

Due to essentially full decriminalization of the possession of smallish amount of hardcore drugs. The availability of these drugs is very high in homeless populations.

Now someone might have only been homeless for a few weeks or months due to a round of bad luck but then they get hooked on drugs and stay homeless forever

The prosecutors refuse to prosecute the possession, and the judges give essentially a slap on the wrist or no sentence at all.

The police know this so they often don't arrest anyone for misdemeanors or hardcore drug possession at all (unless it is in very large amounts).
