Actually abolishing slavery wasn't on the list until runaway slaves and black free men started joining the military

What about them? They are helped too
I assume some of them would use the aid to get drugs and alcohol while they remain homeless
But that doesn't mean you don't try
But, the problem is that they don't have a birth certificate or ID
So the system will be hard on them
Oh yeah, I mean, they would still need to get their shit together as far as documents go. Maybe additional aid would be motivation?
Lots of different programs to help the homeless, not an expert so I don't know which ones are working well and which aren't

The homeless problem is largely a drug problem, and a problem with decriminalization of misdemeanors.

Due to essentially full decriminalization of the possession of smallish amount of hardcore drugs. The availability of these drugs is very high in homeless populations.
Now someone might have only been homeless for a few weeks or months due to a round of bad luck but then they get hooked on drugs and stay homeless forever
The prosecutors refuse to prosecute the possession, and the judges give essentially a slap on the wrist or no sentence at all.
