Credibility is pretty low for the source - would be nice if OP can provide an alternate source to back this up. Don't want it to turn into another mess like the claim of camps full of 1M Uighurs.

I would presume this is to defend against possible Western intervention. The base HQ-9 is roughly equivalent to the S-300V; upgraded variants are equivalent to the MIM-104 Patriot PAC-3. Besides the South African air force, there is no air force in the vicinity that would warrant such a grade of air-defense system.

The Chinese are in their final stages of a complete economic take-over of the African continent - Zimbabwe is important to them mainly because of their mineral resources (chromium), South Africa as well, being one of the largest exporters of chromium in the world. The Chinese need the chromium in order to develop ferrochrome that is later on used for steel manufacturing - and given the fact that they literally have no chrome resources in their own country, they have been expanding in China in order to get it. It seems that now they are literally cutting out the middle man (the african states) and they are moving in for good.

Everything that you see is related to chrome, if we talk about Zimbabwe and South Africa.
