Well that's the thing, without a law, it would end up being vastly different communities leading to tribal warfare, i think it's best to avoid that with a rule of law, so that everyone at least progresses in the same direction that we all agree is good and right.

Yeah the way I'm seeing it optically is that's really because it seems obvious that the ANC wants this, and the ANC wants what the majority wants (because democracy), so I'm guessing this is their way to justify the coming expropriation, by getting the majority to support it. Then if there are any attempts to reverse it, they going to turn around and say the land was given to them, can already hear people paying for the properties, and might then see them hitting back with "but you can't take away property someone paid for"...
