I'm guessing the issue is getting enough charge out of the primer to set it all off properly. I'm not aware of any rim fire cartridges with charges approaching a shotgun shell.

i'm certain that with modern materials a rimless shell could be constructed. you'd give up the ability to have different lengths, but that wouldn't be particularly important in a self-loader meant for rapid fire close range fire.
