Without gross violations of human rights, you would be unable to account for all the variables that determine someones ability; such as lineage and genetics of both parents, education and environment, and to top it all off have a large enough sample size to account for individual variations, in order to draw anything remotely close to truly scientific data.

There are absolutely some things that are more common with some races. Skull shape and skin tone are solid examples (um, duh) of this.

IQ happens to be something that is easily changed when compared to everything else that makes up a human. If you breed smart people with smart people, you get more smart people. If you breed dumb people with dumb people, you get more dumb people.

If you bred smart blacks with other smart blacks, within a few generations you would some really fucking smart blacks.

Also it gets further complicated when you consider how environment affects IQ
