Because they didn't develop the same forms of early governing that we did.
It'd take far more research for me to get a more detailed answer as to why, but to say that formation of governing bodies is genetic is insanity.

Over in the European corner of the world, we had Christianity.
Over in the Asian corner, Christianity wasn't as much of a factor.
