`As bizarre and surreal as this song may seem, this is Sayle's comment on Thatcher's 'care in the community' policy of the 1980s, in which the mentally ill were de-institutionalised. The high-minded ideal of reintegrating the disaffected and mentally troubled back into society was really a means of cost-cutting by turning wards of the state into destitutes that had no tangible means of support. As such, being accosted by paranoid schizophrenics like the one in the song here was fairly commonplace.
This isn't so much a rip-off of Hardcastle's '19' but a comparative comment on an unwanted demographic.`
