A popular conception of the history of philosophy is that pre-modernism started with metaphysics to justify epistemology, ethics and aesthics, modernism started with epistemology to justify metaphysics but failed, and post-modernism relied on aesthics to justify ethics and removed metaphysics.

postmodernism is a broad church to say the least, a central tenant is the breakdown of universal metanarratives(something true in all time and place) in exchange for localised theories within time and place
I don't like giving post-modernism full credit on ideas of social manipulation. At that point all power analysis is post-modernist
Your looking at it the wrong way. Its not that government needs to be anything. Its that people will make a government regardless of what you do and governments are manifestations of peoples needs in one way or another. In order to maintain the health of a people or to enforce a proper society, the governement should build up and maintain that society. In this way the government and the people are not really seperate entities but cooperational. The government is the mechanism by which smaller more natural groups come together under one umbrella out of mutual need. Its the difference between community and nation
