This makes doing so expensive for anyone that doesn't just have a legal team on retainer or hasn't contracted a company that does.

However, technology can through a series of multiple choice questions navigate your situation and determine the solution.

You already see this with tax programs, similar software exists for parking ticket appeals. There isn't any reason for software that does this to address every government bureaucracy. You key in your situation, and the system fills 50 different forms in triplicate and then emails/faxes/mails them at the relevant departments.

technology is inherently neutral, it can be used for good/evil, Statism/Anarchism, pollution/conservation, and etc. It's the people that matter not the tech, if you have people that prefer big brother keeping tabs on everyone then you will get that whether it is through FISA warrants collecting your entire digital footprint or informants using the ol' Mk I eyeball. Whether there is an uptick in false accusations remains to be seen and is a matter of contention. If we're discussing raw numbers then if there is an increase of accusations as a whole then the truthful as well as false will both rise. If we're discussing as a ratio to accusations well... that's up for debate.
