I've only not voted once, coz I had no one to vote for. I had been an active participant in democracy up until that point. Do I lose the right to complain coz I felt left with no other opion. Spoiling your paper is not a vote, it's a show of being disenfranchised, the same as not voting.

There is a point where if enough people don't vote then the vote can't be counted. Not voting can be seen as a political expression.

So if person A informs people of the issues, organizes protests, participates in and donates to whistleblowing groups but does not vote and person B voted for the first name that appears on the list, person B contributes and person A does not
