however legal action (legal persecution) is taken against those who try to convert others out of Islam

that is for people who try to convert others to their faith INSIDE Kuwaiti land.
If you ask about my personal opinion I think the punishment for those who try to convert others out of Islam should be 0 dinars and 0 seconds in jail.
If the overall attitude in the middle east is that of nuetrality towards christians then why has the population of christians dropped drastically from the 20th to the 21st century?
With the majority of the drop being explained through migration away from the middle east
Take Egypt....Mubarak went after Christians, and the Muslim Brotherhood put the persecution on steroids when they got power...only to be overthrown by a military junta who now is supportive of the christian community.

Many will use Islam as a way to gain power by misinterpreting it's actual message and brainwashing people into believing their false made up ideology.
@Deleted User the reason people are migrating away from the middle east to Europe is in nations that are currently going through war such as Syria, Iraq and Yemen. If you look at countries that are not going through a war like Kuwait, Saudi Arabia, Qatar, Oman. They all have a very high immigration rate, in fact here in my country Kuwait almost 3/4 of the population are immigrants, a lot of them are not Muslim.
@Othman There is an overwhelming amount of Christian immigrants that migrated away from Kuiwat and other types of countries as well
