depends, we could leave them in the middle of the desert, put a fence around them, and say figure it out but we will try and keep you kind of safe from the people who hate you, as much as we have empty desert. but outside that, maybe between 1-3 long term refuge families per city or town? and they would have to be sent out to those places to try and keep them spread out to force integration if they want to stay here

I can think of an example in india, even though it's rather minor. There was a village in Assam, an indian state, where naxals regularly attacked. The citizens gathered together, stole weapons from a few militants they captured, and fought back
