When we say God, we refer to the Judeo Christian deity. Using god is a generic term that could just as easily reference Odin

God enforces morality by pure invocation alone. When you invoke a higher power with your moral code, that gives it the weight of authority needed for people to respect it.
You don't need the state to force people to follow that morality. Rather, it is conducted purely on the aspect of social pressure and the belief of importance.
When you can get people to believe in something, then that thing acrews meaning and, in turn, becomes important.
John Locke, himself, made the point pretty clear numerous times throughout his political treatise about the importance of religion as a foundation of society.

Well not in the traditional sense. Everyone believes in a god. But for an atheist, that god is himself.
you may not fear Hell in your normal life, but if you actually believe in Hell or think there is a chance, and you think you could go there, you will fear it and you will have an uncomfortable death
The point being laws apply even if you dont believe them
And Laws have a much easier habit of resulting in tyranny.
Morals do not.
